Residents of Scarborough—Rouge Park headed to the polls to mark their ballots on September 29, 2025, in a Toronto City Council by-election. To help voters make their decision, RaBIT wanted them to know which candidates support using ranked ballots for Toronto’s elections in the future.
While we can’t use them right now, we want Toronto City Council to be ready to implement ranked ballots for our elections as soon as it’s possible again, which means we need to elect leaders who will be ready to make this change happen.
We asked all candidates to take the following pledge:
“As a candidate in the 2025 Scarborough-Rouge Park Toronto City Council by-election, I pledge that, if elected, I will support and work to restore Toronto's ability to use ranked ballots. Once it is again possible, I pledge to vote in favour of Toronto using ranked ballots for its elections.”
Eight candidates took the pledge. To see which ones, click the link above for a candidate-by-candidate list, as well as what they had to say about voting reform.
